Hazardous Waste Regulation changes

The Hazardous Waste Regulation (HWR) has changed the way hazardous waste is managed and regulated in BC. Are you in compliance? How can you protect your business?

Recent changes in the regulations may affect your operations. One such change is the maximum allowable time for on-site storage of wastes. This change alone is anticipated to affect hundreds of companies, bringing them under the Hazardous Waste Regulation.

As a waste management company and/or a hazardous waste generator you must prepare and receive approval for your:
• Operational Plan, including monitoring, record keeping, reporting of waste characterization, and conducting periodic compliance audits using a qualified professional;
• Spill Protection and Reporting Plan;
• Contingency Plan;
• Closure Plan; and
• Demonstration Trials showing your waste treatment or recycling activities comply with the regulation.

These changes have already caused operator difficulties such as:
• Customers of a waste management company were told to seek an alternative service provider as their provider was no longer in compliance;
• A small quantity hazardous waste generator was required to prepare an operating plan or faced being placed in contravention of the hazardous waste regulation;
• An annual audit report of a permit holder was rejected for failure to meet the guidelines for environmental auditing.
